PMETB - The first chairman

THE FIRST CHAIRMAN - LOYAL TO THE COMPETENCY MANTRA?

The Postgraduate Medical Education and Training Board (PMETB) was set up in 2003 as a new competent authority for postgraduate medical education.

So far it has appointed two chairmen - from very different backgrounds.

PROFESSOR CLIVE MORTON OBE

Professor Morton is a graduate in civil engineering working in early days in both engineering and industrial relations. He obtained a PhD in industrial relations from the London School of Economics. He has worked for Wimpey, Komatsu, Northern Electric, Rolls Royce and Anglian Water in personnel/HR/Business Development.

It is likely with his strong HR background he will be well versed in the competency approach to training and new assessment methods.

His PhD and experience in industrial relations would have given him clear insight into the difficulties associated with setting up a quango that was treading on the toes of well established institutions.

No. Correction.

Amputating well established institutions from the knees down.

On 16 July 2004 there was a lengthy press release form PMETB.

It begins:

“The Postgraduate Medical Education and Training Board (PMETB) announced today that following a scheduled review of progress towards assuming its full statutory responsibilities, it would defer until the autumn making a recommendation to health ministers on PMETB’s start date. Professor Clive Morton also announced that he will be standing down as chair of PMETB from 1 August. Professor Morton fully supports the decision to defer, indeed recommended it to the Board, but feels that he can no longer continue to give the intensive commitment to PMETB required in the run up to go live.”

Sir Clive is quoted in the document:

“Securing wider ownership of our policies and rules through consultation will require time. We need too to negotiate service level agreements with the medical royal colleges and other bodies which will be crucial to our success.

The last paragraph of the document stated:

“PMETB recently appointed a new interim chief executive, Isabel Nisbet. Isabel will take up her post in August and initially she will work alongside the current interim chief executive, Stuart Gray, who announced his retirement in May.

TWO ANNOUNCEMENTS:
1. DELAY IN GOING LIVE
2.THE RESIGNATION OF PROFESSOR MORTON

So in the summer of 2004 two key players in PMETB resigned during a critical period of its development.

Reasons were given

“too busy”

“retiring”

Well, well…….
