WHAT IT TAKES TO MAKE THE SKILLS ESCALATOR WORK

The Skills Escalator is all about a doctor shortage.
The idea is to entice untrained, unskilled and semiskilled members of the public away from other industries into the NHS at Level 1. (See “The Secret NHS” below MY Black Cat.)
The carrot is an entitlement to competency based training so that they can tip-toe up the skills escalator and become whoever they want to be.
And so increase their remuneration.
Presumably everyone has their own ceiling which they may or may not recognise. However, the offer to climb right to the top is there.
Flattering.
It may entice.
It may not.
The whole of The NHS Plan, Agenda for Change, The Competency Culture, depends on these untrained, unskilled or semi-skilled individuals entering the NHS workforce in large numbers. Entering in preference to other industries and becoming skilled in ways dictated by the needs of the service.
They are needed to free others further up The Skills Escalator so they, in turn, can climb.
However, demographic change involves the total workforce, not just the NHS. And it will be global.
Will other industries competing for unskilled workers just sit back and watch?
Probably not. There will be fierce competition. They will offer the same carrot. Or other carrots. Better carrots. Will they not?
If there are not enough of these staff available, to do some nursing duties, then there will not be enough nurses available to do some doctors’ duties, and then there will be a serious shortage of doctors.
The doctors are the main shortage group identified in the Wanless Report
Everything hinges on what the unskilled workers will do. An extra 75,000 of them over and above replacing those leaving or retiring form the existing workforce.
And whether they will indeed acquire the skills to travel up the Skills Escalator.
And whether even when competent, the competencies are all that is required of them.
An untested plan.
An untested calculation.
A bit of a gamble.
