THE SLOW CREEP
Appraisal was not dead.
It was lying dormant for a few years.
The appraisal seeds germinated and grew strong when it was suggested to the medical profession that appraisal would help them justify some badly needed resources. It was introduced at a time of stringent cost cutting in the NHS. Staff numbers were frozen, every item had to justified to management.
No you can’t have a secretary, or a dictaphone, or more sinks, or alcohol gel. No you certainly can’t have more staff.
If you want anything at all you will need to write a stated case - again and again.
Appraisal was a means of showing what was required to operate efficiently.
Wasn’t it?
Appraise each other. Nothing upsetting about that. Appraisal will support and uplift you all.
Yet more courses for a new generation of appraisers and appraisees. Compulsory courses.
Nice pale blue appraisal folders arrived in the internal mail for all members of staff. No expense spared for these.
They were to be filled with thoughts, aims, plans, confessions and nice little thank you letters from patients.
Some doctors conformed.
The rest followed.
Still not taken seriously, of course.
It was all a bit bizarre.
But, so far so good.
The creep had started.
