MR JOHNSON, STOP UPSETTING MY BLACK CAT
“A tough new regulator for health and adult social care services will ensure good quality and safe care for the public, Secretary of State for Health Alan Johnson said today.
“The Care Quality Commission will have a key role in tackling and preventing Healthcare Associated Infections (HCAIs), strengthening the current system of regulation. They will have the power to carry out annual infection control inspections, increase the frequency of checks for hospitals with high rates of HCAIs, and take rapid action to close down wards if necessary, making sure that they are thoroughly cleaned before they can be reopened for patients. They will also be able to issue early warning notices in order to ensure Trusts take swift action when issues arise.”
“Alan Johnson said:

“Despite progress, tackling infection remains a challenge for the NHS. I am determined that we will take action where necessary to safeguard patients and ensure staff feel able to report concerns.
“The regulator will have tougher powers to inspect and even close wards in order to protect patients and service users. NHS staff, such as matrons, nurses and porters, who spend every day on the wards, need to feel able to report concerns to the new regulator.
“The Care Quality Commission will ensure that all patients receive a safe and quality service, no matter what part of the system they are accessing, and at which point.”

My Black Cat is upset. She feels governments, ministers, civil servants, quangos should cost their activities and ideas before pontificating. She feels that serial governments are far from blameless regarding hospital acquired infections.
She wants to know who will be the first to report to This New Regulator, the adverse effects of some government targets on hospital acquired infection.
Targets that are responsible for the fast through-put of patients.
Targets that are responsible for the chopping of wards and beds.
Targets that are responsible for high bed occupancy rates.
Targets that are responsible for the cramming of too many beds in too little space.
Targets resulting in the continual movement of staff and patients.
My Black Cat wants to know where isolation units or single rooms will come from.
She wants to know if you have identified money to pay for them?
She wants to know if you have costed the extra screening of patients?
She wants to know if you have considered the cost of cleaning to the standards you expect.
She says if you have worked out the cost of all these aspects of proper infection control, she would like to see your sums.
She also wants to want to know the cost of The Regulator and the Regulator’s Quango. Pound by pound.
She says that if you have not worked all of this out, you are behaving like a spoiled child.
Because you are asking for something that you may not be able to have.
A spoiled child wanting, wanting, wanting.
Who may have to be told “NO!”
My Black Cat is unhappy because she feels throwing out white coats, chopping off ties, forbidding watches are frivolous diversions.
Diversions to convince the voting public that the government is blameless.
And hospital staff are to blame.
The NHS is a huge employer.
Its employees are voters.
Elections can be won or lost on the public experience and perception of the NHS.
My Black Cat thinks you are trying to divide and rule.

For whatever reason.
