Is this a kind of tax on the sick, My Black Cat?

A tax that must be paid in order to obliterate the face of Andrew Lansley?

Or is this some kind of punishment being dished out to us all because of our pesky insitance that the Secretary of State for Health retains his “duty to provide” in the new HSCB?
